this might be a strange question...is it better to stay with a routine(exerciese, sets, time in between) for a while and then change it up all together, or change the routine every time you do the muscle group????

It's good to mix things up, but there's no need to be constantly changing exercises every week.

Keep it the same until it stops working. Then figure out what isn't working and change only that. If you don't give a routine at least 6 months you'll never know if it really works or not.

Most routines have some sort of change built in. A routine isn't just what you do for a particular day. A routine is what you do over a period of time.
A wave loading routine will have you increase the weight every time for X workouts, and then drop it back down and start over again. For example, let's say you can just barely squat 315# for 2 sets of 5. A wave loading routine might do something like:
Week 1: 220# x 5 x 2 (reps x sets) Week 2: 250# x 5 x 2 Week 3: 280# x 5 x 2 Week 4: 315# x 5 x 2 Week 5: 250# x 5 x 2 Week 6: 280# x 5 x 2 Week 7: 315# x 5 x 2 Week 8: 345# x 5 x 2
This is just ONE type of routine; there are other types of routines that vary the number of sets and reps along with the weight. Take a look around at some web sites, there are a ton of different routines out there. Some of them will work for you and some of them won't.
The main concept is: you don't want to just keep doing the same thing over and over again.
