Steeve Reeves had a really long, graceful neck. It was sitting atop a magnificent, delta-shaped torso, broad shoulders and great arms.
Point is, if a long neck is complemented by lots of muscle elsewhere, it will look graceful if reasonably developed.
First thing is to gain general muscle mass over your entire body... you will probably find that your neck larger as well once you pack on 15 to 30 pounds.
In addition, if you are still dissatisfied, you may eventually wish to get a head strap and use weights to specifically target the neck. I know that wrestlers and football players use bridge exercises for neck development as well. If you need them, when you need them (after putting on more muscle generally) check here for links to sites which may have them.
If you're a slender beginner, you probably should not bother with such specific exercises until you get built up by the compound exercises. I gained 1/2 to 1' on my neck when I gained 15 pounds all over, with no neck specific exercises besides barbell shrugs I do when deadlifting.
