Im a bit loose around the stomach area and want to lose it. Its a little section under the the belly button. I cant get rid of it, Is there any type of exercise to tone it.Situps dont work...Leg raises arent working either.

You need to reduce bodyfat. Burn more calories, eat less.

Add some ECA, up your cardio (search HIIT), and you may even want to try YohimburnDF (but only if you are trying to drop below 8%BF or so)
